According to last week’s indictment of Scooter Libby, a person identified as "Official A" held conversations with reporters about Plame’s identity as an undercover CIA operative, information that was classified. News accounts subsequently confirmed that that official was Rove. Under Executive Order 12958, signed by President Clinton in 1995, such a disclosure is grounds for, at a minimum, losing access to classified information.What Karl Rove and Scooter Libby both did were wrong. Libby did the honorable thing by resigning but Rove is still under investigation.
Section 5.1 of Clinton’s executive order prohibits "any knowing, willful or negligent action that could reasonably be expected to result in an unauthorized disclosure of classified information." While the law against revealing the identity of a CIA operative requires that the perpetrator intentionally disclosed such classified information (a high standard, which may be one reason Fitzgerald did not indict on those grounds), the executive order covers "negligence," or unintentional disclosure.

Obama and Lugar have formed a political joint venture and mutual admiration society: the white-haired chairman of the Foreign Relations Committee, who has served in the Senate since 1977, and the man 30 years younger than he, the glamorous Great Hope for Democrats in 2012 and beyond.Senator Lugar is one of the more respectable Republicans with his speaking out against the way the administration has handled the war.
This week Obama and Lugar reported on their trip to Russia, Ukraine and Azerbaijan to inspect weapons dumps and sites where nerve gas, as well as smallpox, plague and other deadly pathogens are kept, under not very secure guard in some cases.
Back in 1991, Lugar, along with then-senator Sam Nunn of Georgia, devised the cooperative threat reduction program under which the United States has spent $5.7 billion to buy up and dispose of former Soviet nuclear warheads and other weapons. Otherwise they might be sold to, or fall into the hands of al Qaida.
