Did Obama just flip-flop at AIPAC?

Forgive me if I am wrong because it is great to see such a speech made but it appears that Sen. Barack Obama did flip-flop on the Iranian Revolutionary Guard.
My presidency will strengthen our hand as we restore our standing. Our willingness to pursue diplomacy will make it easier to mobilize others to join our cause. If Iran fails to change course when presented with this choice by the United States, it will be clear - to the people of Iran, and to the world - that the Iranian regime is the author of its own isolation. That will strengthen our hand with Russia and China as we insist on stronger sanctions in the Security Council. And we should work with Europe, Japan and the Gulf states to find every avenue outside the UN to isolate the Iranian regime - from cutting off loan guarantees and expanding financial sanctions, to banning the export of refined petroleum to Iran, to boycotting firms associated with the Iranian Revolutionary Guard, which has rightly been labeled a terrorist organization.
October 11, 2007:
"We know in the past that the president has used some of the flimsiest excuses to try to move his agenda regardless of what Congress says," Obama said in an interview with CNN's Wolf Blitzer.

Last month, Clinton voted to support a resolution declaring Iran's Islamic Revolutionary Guard Corps, an elite part of the Iranian military, a foreign terrorist group. (The nonbinding amendment to the Defense Authorization Act passed by a 76-22 vote.)

Obama said he would have voted against the measure but didn't because he was campaigning in New Hampshire at the time. He said it was impossible to know when votes will be scheduled in the Senate. "This is a problem" related to running for president, he said.
I still have to read the rest of Obama's speech.
