When Democrat Evan Bayh took office in 1989 after 20 years of Republican rule, he agreed to a similar request from the outgoing administration of Gov. Robert D. Orr, a Republican, to find jobs for longtime state workers with no strings attached, said Fred Nation, a former Bayh spokesman.
Downes said she confirmed this with another former Bayh administration official, William Moreau, Bayh's first chief of staff, and relayed this information to Gonso. Moreau did not return a phone call seeking comment.
Bayh did not ask Orr to request the resignations of members of state boards and commissions.
